Add milk chocolate chips and a bit of whole milk in a sauce pan and put to medium fire. Stir with a spat while the chocolate melts to avoid sticking to the bottom.
Add half and half and the rest of the milk when the chocolate melts. Mix well and add chocolate powder bit by bit, without stopping mixing. For a creamier texture and sweeter taste, add condensed milk.
Cook for ten minutes on medium heat, whisking constantly.
Pour the hot chocolate into a mug, top with whipped cream and grated chocolate.
For the final touch, cut a small opening in the bottom of the marshmallow. Then, toast the marshmallow and stick the wafer using the tiny cut. Finish inserting the wafer in the whipped cream and toodily-doo! You have a delicious hot chocolate a la Ned Flanders!
